1- 4 December - Policies and TA for Progressive Domestic Resource Mobilisation, Dakar

OIFSenegalDFI facilitated a workshop for OIF and the Senegalese government, at which the draft study on Domestic Resource Mobilisation in OIF IDA Countries was presented to senior officials from 11 OIF member states. It was also used as the basis for discussions on their technical assistance needs. The event was also attended by tax experts from CREDAF, FERDI, the IMF, LSE, the OECD, Oxfam, UEMOA, UNDP and the World Bank, and ATAF, ICRICT and CEMAC supplied contributions. 

Countries identified key gaps in such areas as analyzing tax progressivity and productivity; reinforcing taxes on capital gains, wealth and land; reforming tax codes and agreements for mining and fishing sectors; auditing and renegotiating contracts with major enterprises; analysing and reducing tax exemptions; increasing tax data transparency and accountability to their citizens and parliaments; combating tax avoidance and evasion by enterprises; fighting illicit financial flows; renegotiating tax treaties, and increasing regional coordination to end tax competition.
